Born on 4 June 1978 in Minsk, Belarus.
In 2000, he graduated from the Belarusian State Polytechnical Academy with a degree in Management, where he subsequently completed his Master's degree (in Management, 2001) and postgraduate studies (in Economics and National Economy Management, 2004). In 2010, he graduated from the Belarusian State University with major in law.
