Bilateral Relations between the Republic of Belarus and the People’s Republic of Bangladesh

Diplomatic relations between the Republic of Belarus and the People’s Republic of Bangladesh were established on February 21, 1992.

Ambassador Extraordinary and Plenipotentiary of the People’s Republic of Bangladesh to the Russian Federation H.E. Mr. Saiful Hoque is concurrently accredited for the Republic of Belarus since June 2010. Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Republic of India H.E. Mr. Vitaly A. Prima was concurrently accredited for the People’s Republic of Bangladesh with the residence in New Delhi in 2013.
In November 2000, Minsk hosted political consultations at the level of deputy ministers. On April 28-30, 2012, the Deputy Minister of Foreign Affairs of the Republic of Belarus H.E. Mr. Sergey F. Aleinik visited Bangladesh, and the next round of inter-ministerial consultations was held.
On May 21-23, 2012, the Minister of Foreign Affairs of the People’s Republic of Bangladesh H.E. Mrs. Dipu Moni visited the Republic of Belarus.
On November 11-13, 2012, a Governmental delegation headed by the Prime Minister of the Republic of Belarus H.E. Mr. Mikhail V. Myasnikovich visited Dhaka.
On 8-11 July 2013, the Prime Minister of Bangladesh H.E. Mrs. Sheikh Hasina paid a return visit to the Republic of Belarus.
In September 2014, on the sidelines of the UN Summit on Climate Change, a meeting was held between the Prime Minister of the Republic of Belarus H.E. Mr. Mikhail V. Myasnikovich and the Prime Minister of Bangladesh H.E. Mrs. Sheikh Hasina. This meeting allowed to discuss the main issues of bilateral cooperation and ways of promoting the Belarus-Bangladesh cooperation in political, trade and economic spheres.
In 2015, the Deputy Chairman of the State Committee for Science and Technology of the Republic of Belarus H.E. Mr. Pyotr I. Baltrukovich visited Dhaka for the first meeting of the Joint Belarus-Bangladesh Commission on Cooperation in Science and Technology. In addition, in the same year, several key ministers of Bangladesh visited the Republic of Belarus: Minister of Industry H.E. Mr. A.K. Amu (July), Minister of Science and Technology H.E. Mr. Ya.Osman (October), Minister of Local Government, Rural Development and Cooperatives H.E. Mr. K.M. Hossain (December).
In April 2016, during the 5th meeting of the foreign ministers of member and observer countries of the Conference on Interaction and Confidence-Building Measures in Asia (Beijing, China), the Minister of Foreign Affairs of Belarus H.E. Mr. Vladimir V. Makei met with the State Minister of Foreign Affairs of Bangladesh H.E. Mr. M. Shahriar Alam.
On April 18-19, 2017, the State Minister of Foreign Affairs of Bangladesh H.E. Mr. M. Shahriar Alam accompanied by Bangladeshi businessmen paid a visit to Belarus.
On September 15-16, 2016, the Chairman of the Supreme Court of the People’s Republic of Bangladesh H.E. Mr. S.K. Sinha visited Minsk.
To support and develop contacts between the legislatures of both the countries, a working group on cooperation with the Parliament of Bangladesh was formed in the National Assembly of the Republic of Belarus of the sixth convocation.
In April 2017, H.E. Mr. Sergey K. Rakhmanov, Chairman of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for International Affairs and National Security, participated in the 136th Assembly of the Inter-Parliamentary Union (IPU) in Dhaka. The Belarusian Parliamentarian met with the Prime Minister of Bangladesh H.E. Mrs. Sheikh Hasina, with the Speaker of the Parliament of Bangladesh H.E. Dr. (Mrs.) Shirin Sharmin Chaudhury, the State Minister of Foreign Affairs of Bangladesh H.E. Mr. M. Shahriar Alam.
Belarus and Bangladesh have similar positions on key issues on the international agenda, oppose the creation of a unipolar world and defend the interests of medium and small states.
In November 2012, a Memorandum of Understanding was signed between the cities of Minsk and Dhaka on the establishment of friendly relations.

The agreement between the Government of the Republic of Belarus and the Government of the People’s Republic of Bangladesh on Trade and Economic Cooperation entered into force in May 2012.
Within the framework of this agreement, the Belarusian part of the Joint Belarus-Bangladesh Commission for Trade and Economic Cooperation has been established. At the moment the first session of the commission is being worked out.
In addition, the Business Cooperation Council “Belarus – Bangladesh” is functioning, the second meeting of which was held on April 8, 2014 in Dhaka. The third meeting of the Council is going to be held in Minsk.
On July 22, 2015, within the framework of the visit of the Minister of Industry of Bangladesh H.E. Mr. A.K. Amu to the Republic of Belarus, a business meeting was held organized by the Belarusian Chamber of Commerce and Industry.
In April 2017 an official visit of the Minister of Industry of the Republic of Belarus H.E. Mr. Vitaly M. Vovk to Bangladesh took place, as part of the visit the joint Belarusian-Bangladeshi enterprise “Amkodor – Palash” was inaugurated.
At the beginning of May 2017, the Deputy Minister of Environment and Forests of Bangladesh H.E. Mr. A.Jacob visited Belarus to get acquainted with the potential of Belarusian company “Amkodor”.

This year the main Belarusian export products to Bangladesh are potash fertilizers (97.2%).
The successful implementation in 2016 of an agreement on export credit for supplies of Belarusian equipment, expressed in the signing of a contract for the delivery of road-building equipment to Bangladesh worth of 50 mln. US Dollars, has laid a solid foundation for the development of bilateral long-term cooperation.

The legal basis for the humanitarian and cultural cooperation of Belarus with Bangladesh is created by the Agreement between the Government of the Republic of Belarus and the Government of the People’s Republic of Bangladesh on Cooperation in the Field of Education (of November 2012), Agreement between the Government of the Republic of Belarus and the Government of the People’s Republic of Bangladesh on Cooperation in the Field of Science and Technology (of November 2012), and Memorandum of Understanding between the National Academy of Sciences of Belarus and the Bangladesh Academy of Sciences on Scientific and Technical Cooperation (of November 2012).
On October 7, 2015, within the framework of the IAEA technical cooperation program, a scientific delegation from Bangladesh headed by the Minister of Science and Technology Yafes Osman visited Belarus.
The meetings of the Joint Belarus-Bangladesh Committee on Scientific and Technological Cooperation are held regularly.
Direct contacts between higher educational institutions of Belarus and Bangladesh are expanding.
The possibilities of establishing cooperation in the field of vocational and technical training of personnel are being explored.
